When you start with an assumption that the big, mean, wasteful gubmit is...too big, too mean, and too wasteful...
Though, as I think some have noted, the system was at least partially privatized some time ago, with no apparent improvement...thinking, I believe it was the meters that were privatized, but still...
Maybe there are some things that shouldn't be market oriented. Like, I dunno, clean water.
It's not like it can't be done. Though perhaps it can't be done with steady 10 percent annual profit.
