I'm old enough to remember  the 1988 drought -- if I recall, the GOP's convention was in NOLA and brought us (drumroll) ... Dan Quayle. 

So let's not think their descent into batshit madness is recent. 

Meanwhile, in the real world, the drought of 1988, bad as it was, is now small potatoes compared to the past year...and a major city potentially losing its municipal water supply is kind of, I dunno, catastrophic?
