Not feeling it today re: any Photoshopping, and no links, but...earlier I did some google searches for stuff like "flood control American Recovery and Reinvestment Act," "flood control and earmarks." No, I didn't find anything specific, but did come across this interesting story about a Comite River diversion canal project that's languished...a project that likely in previous eras could've or would've been financed by an earmark (or a stimulus bill)...
Maybe the flood couldn't have been totally prevented, but small government certainly doesn't help, and neither does it fix the mess. Just saying.
