Condoleezza Rice explains torture to 4th graders:
"I hope you understand that it was a very difficult time. We were all so terrified of another attack on the country. September 11 was the worst day of my life in government, watching 3,000 Americans die..."
OK, fine--her grieving process apparently involves wailing, gnashing of teeth, rending garments...and waterboarding.
But it seems what it DOESN'T involve is a general compassion for disaster victims. I guess that's because some victims can be exploited, while others get blamed.
That must be the real meaning of compassionate conservative.
